Elisha Passes Customs Random Inspection with High-Quality Production Standards

2026.10.10

Recently, customs inspectors visited Xiamen Elisha Mineral Water Co., Ltd. for an on-site random inspection of export products, focusing on the quality and production management of our core products, including fruit-flavored sparkling drinks. The inspection was not applied for by Elisha: the consignment was selected by China Customs through its routine risk-control process, and no exporter can predict or prepare for that selection.

Elisha’s quality team fully cooperated throughout the inspection. The verification confirmed that the company’s production management complies with domestic and international export standards. All indicators of our fruit-flavored sparkling drinks and mineral water products passed the customs inspection.

Why this inspection matters — and why it is not a red flag

China Customs selects export shipments for inspection through a risk-control system. Part of that selection is based on risk parameters — product category, destination market, declared value, and the exporter's compliance record. Part of it is random.

The large majority of China's export shipments clear with no physical inspection at all, so being selected carries no implication of wrongdoing. That is precisely what makes the result meaningful: because the inspection is unannounced and cannot be staged, it tests whether quality management is a daily practice or a show prepared for auditors. A factory that passes is one whose standards hold on an ordinary production day.

How Customs Random Inspection Works for Beverage Exports

Q: When does a customs inspection actually happen?

A: For food and beverage exports from China, the inspection takes place after the export quarantine application (officially called the "Application for Inspection and Quarantine of Export Goods") is filed, but before the export customs declaration is submitted. The goods cannot be loaded for export until they pass this step. In short: no clearance, no shipment.

Q: How does a shipment get selected for inspection?

A: China Customs operates a risk-screening system that evaluates multiple factors — product category, destination country, the exporter's compliance history, and enterprise credit rating. Food and beverages are considered higher-risk categories, so they face a higher selection probability than general cargo. That said, most shipments still clear without a physical inspection.

Q: What exactly do officers check during an inspection?

A: Officers verify that the actual goods match the declared information: product name, specifications, quantity, packaging condition, carton markings, production batch numbers, date coding, and label content. For beverages, they also pay close attention to additive usage and formulation compliance.

Q: How does sampling work?

A: If the system calls for laboratory testing, customs officers draw samples on-site and seal them in front of the exporter. The exporter has no role in selecting or handling the samples — this ensures the integrity and impartiality of the testing process. The sealed samples are then sent to a customs technical center or an accredited third-party laboratory.

Q: What gets tested?

A: For our sugar-free beverages, testing typically covers microbiological indicators, heavy metals, preservatives, sweeteners — including verification of the sucralose formulation — net content, and label compliance against applicable food safety standards.

Q: How long does testing take, and what does this mean for my order?

A: In our experience, the laboratory phase takes approximately two weeks. During this period, the goods remain under customs supervision and cannot be loaded. Inspection and sampling are probability-based, not automatic — many batches clear without physical sampling and proceed to customs declaration within days. However, as an exporter, we build this variable into our production schedule. If your shipment is selected, plan for approximately two extra weeks before loading. Sampling and laboratory testing are outside the supplier's control — no factory, ours included, can expedite an official test. We will notify you immediately if selection occurs on your order, rather than after the delay.

Q: What happens if a batch fails?

A: If test results don't meet the required standards, the batch is denied export clearance and must be handled according to customs directives. Only batches that pass receive the quarantine release record, which is the green light for export.A passed inspection is third-party evidence, not our own claim: the samples were drawn and sealed by customs officers, and the result came from an authority we do not control. For an importer, that distinction is the whole value of this article.

Our quality system behind the result

As an export-oriented fruit-flavored sparkling drinks manufacturer, Xiamen Elisha Mineral Water Co., Ltd. implements strict full-chain quality control — covering raw material inspection, standardized production, real-time online monitoring, finished product testing, and standardized warehousing and delivery. This systematic approach is what allows a facility to pass an unannounced inspection without disruption.

What this means for global OEM/ODM partners

If you are sourcing fruit-flavored sparkling drinks or mineral water from China — under your own brand or ours — compliance capability is what protects your brand at the border. A manufacturer who can pass customs inspection without preparation is a manufacturer who will not put your import clearance at risk, and will not leave your container sitting on a dock while a test runs.

Elisha supports full OEM/ODM programmes, from formula development and label compliance review through production and export documentation. To discuss your next order, contact our export team.
